Radiation Counters Loan

Regulations on Management of Radiation Counters

(Purpose)
Article 1. In order for the Hiroshima International Council for Health Care of the Radiation-Exposed (hereinafter referred to as “HICARE”) to effectively use the radiation counters purchased using as funds the supplementary prize of the Health Service Award received by HICARE in 1996, these regulations stipulate the specific matters required for their management and loan.

(Management)
Article 2. Radiation counters to be managed/stored and loaned are shown in the attached table.
2. The radiation counters mentioned in the preceding paragraph shall be stored within the Secretariat of HICARE and be managed by Chief of Secretariat of HICARE.

(Loan Requirements)
Article 3. The radiation counters shall be loaned for use when any of the following conditions are met:

1) Education/training-To be used to raise awareness in significance and necessity of international medical cooperation, and to give training on the current status of exposed individuals’ medical care or the actual state of radiation accidents.
2) Response to radiation accident-When radiation counters are required for the smooth and safe conduct of rescue work and investigations in the event of a radiation accident in Japan and abroad.
3) When deemed necessary by HICARE.

(Eligible Organizations)
Article 4. The following organizations within Japan are eligible for loan.
1)   Medical/research institutes
2)   Educational institutes
3)   Organizers of events/meetings on medical care of exposed individuals
4)   Other organizations deemed eligible by HICARE
(Period of Loan)
Article 5. As a rule, the radiation counters shall be loaned for a period of one week before and after the day/period of the use.

(Expenses)
Article 6. The following expenses necessary for loan shall be born by the user.
1)   Expenses necessary for transportation
2)   Necessary expenses in case of loss or damage through the negligence of the user

(Application Procedure)
Article 7. An application for loan shall be made to the Secretariat of HICARE using an attached application form together with a written activity plan.
2. The Secretariat, upon receiving an application form, shall decide whether or not it approves the application for loan, and inform the applicant to that effect promptly.

Supplementary Provision
These regulations will take effect on August 28, 1998.
